Lieutenant Commander Michael Hogan is the 2024-2025 senior US Navy fellow at the Atlantic Council’s Scowcroft Center for Strategy and Security.       

At sea, he completed his division officer tour aboard USS Jacksonville, serving as the chemistry-radiological assistant, quality assurance officer, and assistant engineer, before serving as engineer officer aboard USS Henry M. Jackson. During his sea tours, he completed one Western Pacific/Central Command deployment and five strategic deterrent patrols. He proudly served on teams recognized with the Battle Efficiency “E” and Omaha Trophy.

His shore tours include service as the squadron engineer for the commander of Submarine Squadron 19 and selection as an Olmsted scholar in Turkey and Germany.

Hogan, a native of Ashburn, Virginia, graduated in 2010 from the US Naval Academy with a bachelor’s degree in mathematics. In 2022, he graduated from the University of Washington with an Executive Master of Public Administration.
